The Government's determina. tion to defend British shipping against subsidised foreign pat.tion was announced at the Cloan of the debate in the House of Commons last night by the Presid ent of the Board of Trade, Mr. Waiter Runelman. Surveying the present plight of British shipping, he said it was largely due not to political, but to purely economic causes. The rea- son for the fall in tonnage was the shrinkage of world trade. As to the immediate problem of meeting subsidised foreign competition, he recalled that a special sub-commit tee during the World Economic Conference found that with the exception of Norway, Sweden, Denmark and Holland all nations pald some sort of subsidy. 'Little could therefore be expected freni negotiationa.

Government was conscious of the fact that the country had been deep-1 ly aroused on this subject. They were well aware that no progress would be made unless they could bring home to aggressive countries who were fighting Britain with finance as well as ships and men, that Britain could hit, and hit hard, and that her resources would be put at the disposal of this great and essential idustry.

Emcient mercantile marine was a first necessity of Island people and could not be allowed to be Imperill- ed. The Chamber of Shipping's proposal was for a subsidy for tramp ships, which was to be temporary and limited-in time and amount, and applied merely to safe- guarding the industry which was passing through a great crisis. As it was frankly an emergency not to measure, Its object was bolster up inefficient ships or in- ellelent management.
