BRITISH POLICY IN
SHIPPING
"WE CAN HIT HARD" RUNCIMAN 'WARNS
London, Dec. 14.
com.
The Government's determina. tion to defend British shipping against subsidised foreign pat.tion was announced at the Cloan of the debate in the House of Commons last night by the Presid ent of the Board of Trade, Mr. Waiter Runelman. He auggested" that those who looked after the nterests of foreign dags should regard as portent of practical alue the announcement made by Mr. Noville Chamberlain that the Government Intend Lo provide Onancial facilities for completion of the great now Cunard Liner. - :
Surveying the present plight of British shipping, he said it was largely due not to political, but to purely economic causes. The rea- son for the fall in tonnage was the shrinkage of world trade. As to the immediate problem of meeting subsidised foreign competition, he recalled that a special sub-commit tee during the World Economic Conference found that with the exception of Norway, Sweden, Denmark and Holland all nations pald some sort of subsidy. 'Little could therefore be expected freni negotiationa.
Government was conscious of the fact that the country had been deep-1 ly aroused on this subject. They were well aware that no progress would be made unless they could bring home to aggressive countries who were fighting Britain with finance as well as ships and men, that Britain could hit, and hit hard, and that her resources would be put at the disposal of this great and essential idustry.
Emcient mercantile marine was a first necessity of Island people and could not be allowed to be Imperill- ed. The Chamber of Shipping's proposal was for a subsidy for tramp ships, which was to be temporary and limited-in time and amount, and applied merely to safe- guarding the industry which was passing through a great crisis. As it was frankly an emergency not to measure, Its object was bolster up inefficient ships or in- ellelent management.
"We have to be very careful not! lo do anything by way of retalia- tion or discrimination of a damag. ing character that would do more! harm than good. That is only an additional reason for examining with great care the problem by which we are faced. But I think it is as well that other countries should know what our mind is. Other countries have a full right to pursue the shipping policy" they think best suited to their needs al- though we may have just cause for complaint when action is taken against the spirit, if not the letter. of our commercial treaties. But wa may not always be able to give others privileges which they deny to
us.
to
"We have been forced to use tariffs to protect certain other induatrics and we may be forced reluctantly to tako measures safeguard our shipping. It would mean a change in the policy we have tried so long to maintain, and wo should only do it under stress of necessity; but if we do it we shall do it unflinchingly," declared Mr. Runciman.-British Wireless,
