This is proving a mixed bloss- ing. The submarine oflear still gota his command young, but after one year in command he has to re- vert to the general service for a whole commission-two or two and a half years. Thus he spends more time away from his specialist duties than formerly.
Moreover, the shortage of sub- marines makes it unlikely that he will get another command as soot as he has finished his period in surface ships. Recently, the num ber of submarine commanding offcors "unemployed" while wall- ing for an appointment has grown alarmingly.
This list of unemployed officers is awollen by more senior officers who are waiting for another com- mand. This is undesirable, for the submarino commanding officer | requires constant practice In order to maintain efficiency and "koop his 070 in."
