Harbin, Oct. 5.
Further serious complications affecting the control of the Chinese Eastern Railway are revealed to-day, calculated to provide a fresh source of friction.
The incidents arise out of the arrests of Soviet Officials and the endeavours of Manchukuo' to replace the dismissed Soviet officials by Manchukuo appointees. M. Rudy, the Russian manager of the C.E.R., refuses to recognise the Chinese officers sent by the Changchun authorities.

The dispute came to a head at Manchuli, where a new Russian official was forcibly removed from the office by frontier guards. M. Rudy responded by order- ing C.E.R. employees at Manchuli to pay no attention to the orders of the Manchukuo appointee.
