Moscow, Sept. 22.

A sharp protest against alleged Japanese plans to change the ad- ministration

Chinese of the Eastern Railway has been lodged former Sokolnikoff, by M.

Soviet Ambassador in Britain, to Ambassador in the Japanese Moscow.'

The Russian Noto declares that in- ..the proposed changes are

admissible and appear to be not-: hing short of an attempt to seize the railway absolutely and to vio late the existing order, particular- ly the rights of the Soviet manager of the railway, making him dependent on his Manchurian Assistant.

It is also learned, says the Soviet Note, that the Manchurian authorities, under the direction of agents of the Japanese Govern- ment, are planning police sures against Soviet employees of the C.E.R.

MODESTY AGAIN

IN

London, Sept. 21.

Mr. Montagu Norman, the so-called Mystery Man of the Bank of England, again assumed the role of modesty to-day in an address to the Directors of the Bank.

It appears that the American economic experiment is too puzzl ing, changes so often and is evolv. ing with too much uncertainty for him to be able to make any sort of guess regarding the future.

So continuous and so great are the changes that no-one who is not on the spot is up-to-date, he declared in to day's meeting of the Directors.

"Nothing that I found while

I was in America would be of the slightest interest to you. It is a fortnight since I was there and
