TAXES.

In order to defray part of the cost of the police mentioned above the Provincial Government have made an attempt to impose a house tax on all summer residents on Kuliang, whether Chinese or foreign, at the rate of 2% of the rent payable on each house. After repeated and prolonged dis- cussion and negotiation through the British and American Consula, In the course of which it was pointed out that the Chinese Gov- ernment has no right to imposo uny tax on foreigners who enjoy extra territorial rights, and the Chinese authorities explained that the word translated "tax" In their proclamation should have been translated "voluntary contribu- tlon"It was at last agreed that householders might pay such "voluntary contributions" to the Kullang Club at a flat rate of threo dollars per house. This Ins been. done (by the great majority of residents) and everyone seems Batisfied by the compromise.

A chair tax has also been im- posed, ten conts on every trip up or down the mountain. This is being paid without serious protest (as far as I know) by all concern- od.
