Shanghai, Aug. 10. Admiral F. B. Upham. late Chief of the Bureau of Navigation, Washington, is arriving at Shang- hai early next week to relieve Admiral M. M. Taylor as Com- mander-in-Chief of the United States Asiatic Fleet.
Admiral Upham has spent several: weeks in Japan where he has made the acquaintance of leading Japan- ese officials.--Router.
Admiral Frank Brooks Upham was born in Arizona, September 7. 1872.
He graduated from the United States Naval Academy in 1893, and was promoted through the grades in the United States Navy to Rear-
Admiral in June 1927.
He has been awarded the Navy Cross and a Letter of Commenda- tion from the War Department.
Since 1927 he has been connected with the Navy Departmant and the Bureau of Shipping at Washington. I
