"I, with the concurrence of my Council approve, provisionally, and pending confirmation by His Majesty the King, the Regulations which form part of this "Portaria " and are signed by the Secretary to this Governments.
Further I hereby direct that the caid Regulations take effect from and after the 1st April next.

carry
out this order.
