London, Feb. 7. The Prince of Wales, in the un- form of Colonel of the Irish Guards, was present at Victoria Station this afternoon to welcome, on behalf of the King, Dr. Julio Roca, Vice-President of the Argen- tine Republic, who, with members of his mission to Britain, arrived by Royal train from Dover.
On greeting His Excellency as he stepped from the train, the Prince Introduced him and his colleagues to the Foreign Secre- tary, Sir John Simon, to repre- sentatives of the Army, Navy and Air Force, and to Lord Trenchard, Chief Commissioner of Police. The party, accompanied by the Prince of Wales. drove in Royal carriages to the Carlton Hotel, escorted by detachments of the First and Second Life Guarda.

Washington, Feb. 7. Senator Smith (Democrat, South Carolina), has introduced a Bill which is designed to reduce the cotton crop in 1933.
The Bill would put the 3,500,000 bales at prenent controlled by the Federal Farm Board and other governmental bodies into a "pool," from which the producers might buy at present prices on credit, on the condition that they agree to decrease their 1933 production by similar amounts.
