The University has not only a moral obligation, but also a statu- tory obligation, to make due provi- sion for the study therein of the Chinese language and literature, need hardly say that neither my- self nor my advisers in the University feel other than a strong wish that that obligation should be only properly discharged. The difficulty is how best to do this. Past experience has afforded much assistance, and I hope that the new proposale will prove to be a success. Effective teachers and are an adequate Chinese Library

essential to the undoubtedly achievement of success, but they are not sufficient. We propose to pro- vide facilities for the proper study of Chinese, but it is necessary that students abould he forthcoming who will come to the University not only anxious to manko a serious study of their own language and literature a real part of their University cur- riculum, but possessed of the neces- sary grounding at the time of their entry to the University. In this new scheme this Library which I have opened to-day will play an important part, and I cannot ex- press too highly the gratitudo which the University feels towards the late Mr. Fang Ping Shan, his widow and his family for the muni- Acont gift, nor can I refrain from an expression of great regret that ho was not permitted to live to see the consummation of a work vory dear to his heart.
