(SPECIAL TO THE "TELEGRAPH”)

(By Telegraph. Copyright, Telegraphic Messages Ordinance, 1894, Received, December 142.30 p.m.)

Shanghai, Dec. 1.

AN EXTRAORDINARY INCIDENT IN THE FRENCH CONCESSION YESTERDAY HAS GIVEN RISE TO SERIOUS FRICTION BETWEEN THE FRENCH AND JAPANESE AUTHORITIES.

Again taking the law into their own hands, a group of Japanese, alleged to be members of the Japanese Consular Police, raised a house in the French Concession and attempted to abduct two Koreans.

Annamite police constables who arrived on the scone opened fire on the Japanese, rescued one of their would-be victims and arrested two of the men who took part in the raid.

The French authorities are holding the two Japanese as prisoners and it is reported that they intend to keep them detained until the Korean who was carried away in a fast motor-car is set free. It is de- finitely known that the attempted kidnapping was carried out on the instructions of high Japanese officials as the Korean who was taken away is at the present moment held at the Japanese Consulate.
