At the fortnightly meeting of the Sanitary Board, held yesterday afternoon, Mr. G. R. Sayer, tha President, moved. "That, the Board approves the introduction of the following addition to the by-laws governing markete.--No shall spit in any market-stall; nor in any market avenus, stair-way, or thoroughfare"..

It seemed to him, therefore, that if they ap plied their anti-spitting by-laws to the markets they should be definite- ly extending their field of opern- tion, and he thought that the Board would have aceopted that by-law at the time, but he thought it was better to consolidate their original position Arst. That had now been done, for their warning connecting anitting with tuberculosis had been in force for over six months more, and he did not think there could be many frequenters of the public markets who were unaware of the dangers of spitting,

No Power of Arrest, One further consideration he had in his mind at the time was whe ther they would be able to enforce the by-law. The reason being that whereas the Board by the officers of the department had the power of infringe- proceeding against an ment of the by-law, they had no power of arrest. That difficulty still existed, but he was convinced it was more apparent than 'real. The object of the by-law was not merely to stop promiscuous spit- ting, but to induce people to abandon the habit altogether. The abject of these measures was well- known to the Board, and they did not impose it because some of them granted that the practice of epit- ting was indelicato, but they did it because of the expert opinion that the practice was a direct cause of the spread of tuberculosis.
The value of this particular by. isw was twofold. In the first place, It seemed obvious that in the places where fresh food was sold a good standard of Hygiene should bo maintained. There was a further object, and that was the additional nieuns of broadcasting their warn- ing against indulging in this habit in general to the
