The policy of the Communiste has been to seize the agricultural land, burn the title deeds, and wherever possible remove land- marks. The wealthier land- owners have either fled, or been executed. The land, freed of all mortgages and rents, has been given to the peasants to work. In places where the whole policy. has not been carried out, And where, it may be, the boundaries still remain, the land has still been appropriated by the pea sants, and no rent paid. As the Army advances, various problems arise. In cases where no title deeds and no boundaries remain, what is to be done? In any case, the wealthier farmers and landowners to be reinstated to the full extent of their ship: and are the peasants to be summarily evicted from the lands they now have under tillage?
The case is complicated by the fact that both sides can appeal to the writings of Dr. Sun. In some places he seems to approach Communist doctrine, as when he
