The announcement that, as a result of the deliberations at Ottawa, foreign motor vehicles imported into Hongkong, for use in the Colony, are subject to a special tax of twenty per cont, at time of registration, naturally created somewhat of a scrisation amongst local dealers in non- British vehicles. Whether this discrimination against foreign vehicles will assist the British manufacturer is, at the moment a moot point, especially when it is remembered that the foreign car enjoys the popularity it does on account of higher horse-power, and that, tax or no tax, hill-climb- Ing ability is essential in Hong- kong. The same old question arises again, and that reintes to the failure of British motor vehicle manufacturers to persuade the Government to remove the present horse-power basis of taxation in the British Isles. It seems safe to predict that unless British vehicles are produced with a comparable horse-power to foreign rivals; cortain overseas markets will never be captured, and Hongkong is a particularly good case in point. Increased Revenue.

Although the Hongkong Govern- ment will have discovered another useful source of revenue, it is difficult to see how the home motor industry will greatly benefit, for it is only logical to presume that local motorists will still insist upon adequate horse-power, even if it means acquiring a lower priced foreign vehicle, and it must be admitted that the range marketed locally covers almost every price. We cannot agree with the opinion expressed by n contemporary the other day, that the tax may possibly restrict the number of vehicles on the roads, thereby reducing road upkeep, for a few hundred cars less would probably not make the slightest ifference. Rather should the aim be to encourage the number' of
