The strong man of the presont, German ministry-Gen. Kurt von! Schleicher, Minister of Defence, who is regarded as the dominant though not the titular head of the von Papen Cabinet-has made his debut as the Reich Cabinet radio! speaker in a short broadcast fromi which long inferences are being drawn.
Germany, he declared, faces the necessity of "rebuilding the Relchswehr to provide for herself the security denied by the other nations apparent inability to disarm." Although the statement is declared in some moderate cir- cles an unfortunate interferonee in foreign affairs, Nationalistic! quarters hold it as a logical step. following Germany's unrequited demands for equality at Geneva.
General von Schleicher in hla speech lamented "the catastrophle failure" in Geneva. Wilhelms- rasse to-day amplified this, indicat- ing that no one in Germany de-) sires to sec increased armament, but desires equality through re- duction. It was reiterated that Germany year by year has been delaying action to strengthen its military arm, expecting definite. results from disarmament discus- sion. This, they declare, is not up: to Germany, but in hands of the powers, which so far have hinder- ed disarmament. to decide the course which Germany must fol- low.
The Minister of Defence made) clear that his plan did not inelude sharing the authority of the na- tional army with "private organi- zations." This can hardly be in- terpreted as less than a notice to the Hitlerites that General von Schleicher opposes the much dis-1 cussed steps which would turn the Fascist Brown Shirts into a sup- plement to the national army.
He also surprised many who heard him over the nation-wide network when he declared he was not a friend either of martial law or military dictatorship.
