East opened his fourth best din- moud-the six spot-which South the dummy won with the ace. A small spate was then returned, the declarer winning with the ace and returning a small spade dummy's 10, East winning the trick with the jack, East led the king of diamonds which the de- clurer trumped with a small heart. A small spadle was then led and trumped in dummy. Declarer re- turned the king of trump from dummy which West won with the aec. Immediately returning the six of trump. Declarer won the trick with the queen and returned his last spade, trumping in dummy with a heart.

The No Trump bil by West had practically marked him with the ace of dubs, therefore the declur. er now led a small club from dummy and when West refused to go up with the nee, the declarer played the king and then returned the deuce of clubs which Enst was forced to win -with the Queen. West could not overtake with the ace to prevent the end play or he would set up dummy's jack eluba.

Before leading the club. the de- clarer had been careful to atrip the dummy's hand of diamonds and spades. The East hand was stripped of everything but dia- mands. He was now forged, to lead a diamond which the declar- er trumped in the dummy and discarded the losing club from his own hand on it.

Stripping the hand down and then throwing East in the lend with a club foreing him to lead diamonds, gave the declarer four od, but as only three were bid. no game bonus could be scored,

Moreover the income from the service had dwindled, and as the postal revenues were used to a great extent to pay pen- sions to people who had no con- nexion whatever with the service, sweeping reforms were badly needed.

The wheel represented in your "mblem has, like every perfect wheel, a hub and in this hub lies what I have termed the "Spirit of Rotary" which, as a result of the centrifugal force created by the revolutions of the axis, spreads along the spokes to the circum ference and never ecases to exert its influence unless the wheel Ceases to rotate. With the organisation of hie postal system, Sir Roland I had created a sort of Garden of Eden in which the 1d. black was the first inhabitant. The Govern ment acting along the line that it was "not good that man should he alone" added a 2d. blue, another classic, to keep the d company. and these two stamps, the Adam and Eve of philately, kept one an- other company for about a year. Then, in obedience to the laws of nature, additions began to creep into the family, which goes to show how human postage stamps can be when properly understood.

Ancient Postal Systems. History shows us that postal systems for imperial purposes are ancient institutions, the oldest known being that of China, known as the Chan, or Govern- ment service of Couriers for the transmission of official despatches, This is mentioned in the records of the Chow Dynasty, some 3,000 years ago.
