being applied

to the ships of all nations in the Port of Hong Kong, which is under British jurisdiction, has certainly arrested the Coolie Trade at Hong- Kory, which was formerly abrecidantly Carried on there, but it has not been

able to prevent Macao from becoming since the principal, if not the exclusive mart for the Coolie-trade in which the Ships of various other flags are engaged.

A law passed

on the 5th of June 1856 by the Portuguese Gost for Mains,

which was intended to redress the

disgraceful abuses, has unfortunately not had the hoped for effect.

Russia & the United States of America the latter by an Act of Congress in -

1862

1862, which was

again confirmed

in the year 1887 - have issued special prohibitory laws against the Coolie Trade.

If this example has not been followed on the part of Germany, it has been attributable chiefly to the circumstance that the participation

of the German Flag in that trade has

always slight,

been & remained decreasingly which is an undoubted fact. But besides, the Sup! Goot is convinced that no effectural remedy at all is to be obtained from partially prohibitory laws or other measures of individual states, but can only be an international looked for from arrangement between the great European Powers, the United St of America, & perhaps China For in this way would the requinte:
