The dramatic message indicating Bolivia's inten- tion of declaring war is published to-day in the news- paper Noticias Graficas, which attributes its informa- tion to authoritative sources in La Paz, the Bolivian capital, and says that August 8, the alleged war declara- tion date is also the date when the mobilisation of the Bolivian Army has been completed.
The message adds that almost the entire army is now 'moving towards the frontier, which is virtually closed.
