I have read from Earl Granville copies of correspondence between the Colonel & the Govt. regarding the shipment of 16 Chinese from Shanghai arriving in the autumn of 1872 which had called forth a very strong protest from Yi Govt.
One of the papers forwarded is a copy of a despatch addressed by G. E. in the Parl. of lumberley under date 1873. It treats of the difficulty in which the Colony may be placed by the uncontrolled immigration of objectionable Chinese and it deprecated the exclusion at shi, as a letter from me to Granville on this subject dated Feb: 27/72.
