London, May 22. The parlous financial plight of Austria and Grocco reinforces the impression that the Lausanne Con- ference cannot come a moment too soon if it is to prevent a wide- spread catastrophe, but the con- sultations are at least well under
way.
Britain's policy is believed to be crystallising in the creation of an atmosphere favourable to pro- gressive world bettorment rather than frumediate spectacular suc eces for example, to secure the extension of the Hoover Morn torium until the American elcetions have provided conditions for a more Permanent negotiation with the United States, and to translate the permanent negotiation with the occasion into a super-Locarno Pact by a realistic Franco-Gorman un- derstanding.
Prospects in this direction have not for the present been improv- ed by an interview given by M. Herriot suggesting that the French foreign policy will be Hittle altered by the change of Government.
Nevertheless the Importance the French attach to Lausanne is in- diented by well Informed French correspondents, showing that the French contemplate firstly a mora- torium of reparations and Inter- Allied Debts, but not their cancella- tion; eccondly a reduction of ex- penditure in armaments without waiting for the Disarmament Con- ference; thirdly a comprehensive development of the Danubian scheme whereby France and Poland will benefit, as well no Italy and Germany,

Reasons Explained.
Athens, May 22. The Government has resigned as result of a succession of financial diculties which crystallised in the suspension of external debt pay-
ments.
In this connexion It is under- stood that the Government, just before its resignation, sent letters to the British, French and Itallan Governments explaining that its feura of enforced inflation and the resultant collapse of the drachma had provoked the suspension.— Keuter.
