THE STATE DEPARTMENT ANNOUNCED TO-DAY THAT THE POWERS INTERESTED HAD DECIDED TO TAKE "SWEEPING AND UNMISTAKABLE" ACTION, AND IMMEDIATELY AFTERWARDS DISCLOSED THAT THE UNITED STATES GOVERNMENT HAVE INVOKED THE NINE-POWER TREATY.
