The Government's failure to publish, up to the present, the re- port of the Retrenchment Com- mittee, was commented on by the Hon. Mr. J. P. Braga at the fast meeting for 1931 of the Finance Committee of the Legislative Council, which was held yesterday afternoon.

Of course it is almost unfair for me to put the question without notice, but as you mentioned while ago the papers were cir- culated rather late. It would be interesting to see what progress in the development of Kowloon is being made in comparison to Hongkong.

Director of Public Works:-1 cannot give all the details off- hang.
Hon. Mr. Braga:-1 did not think you would be able to give them off-hand but I would like to know what is the ratio of de- velopment between Hongkong and Kowloon.
