M. Briand, Humming up the situation, pointed out that since the last meeting of the Council he had endien voured to find a parifle settle- iment of the question based on Article 11 of the Covenant. The resolution of the Council of Sep- tember 30 retained its force, and the Council must seek appropriate means of realising the provisions thereof as soon as possible.
M. Briand appealed to the Chi- nese and Japanese representatives to limit themselves to expressing suggestions for entling the present xituntion.
In reply, Mr. Yoshizawa said that Japan fully adhered to the resolu tion of the Council of September 30, both in the spirit and the letter. He suggested that a Commission should be sent to the spot under the auspices of the League of Nations to gather unbiased Infor- mation on the situation. It would have no mandate, he said, to in-
