THE SECRET MEETING of the League Council in Paris yesterday is admitted to have achieved little or nothing. The Council still appears to be in a haze regarding the action demanded by the critical situation in Manchuria, the result of interviews with Dr. Alfred Sze and Mr. Yoshizawa being an impression that the Council were not very much wiser.

The belief that the Powers have changed their attitude and are better disposed towards Japan is gain-i ing ground. Statements made in Washington persuad- ed Mr. H. L.
