AJHILE REPORTS that the League Council propose to bring pressure to bear on Japan by a temporary severance of diplomatic relations and, in the absence of the desired effect, by the imposition of an economic boycott, are distinctly premature, it was admitted at Geneva yesterday that such measures have been discuss- ed "in different capitals."
Proposals on these lines have gone no further than talk, though Japan's clear refusal to take the steps urged upon her by the League has created a bad im- pression.
A lengthy explanation by the Japanese Ministry for War of the heavy fighting in the region of the Nonni River has been issued.

Peking, Nov. 9. GRAVE DISTURBANCES occurred in Tien- tsin last night in the region of the Japanese Concession.
All foreign troops in the city were called out immediately and took up positions of defence on the borders of the foreign concessions, standing by in case of emergency. As far as is known, the foreign troops have not been forced to take action.
The circumstances and cause of the outbreak are to some extent wrapped in mystery at the moment. The only reports available emanate from Chinese

MOB ATTACKS AFTER DARK.
According to these reports, the disturbances broke out at about half past ten last night when a mob of be- tween one and two thousand launched a totally un- expected attack on Chinese police stations in the Chinese city, on the borders of the Japanese Concession,
The Chinese authorities immediately despatched a report of the outbreak to Marshal Chang Hsueh-liang, in Peking, who issued orders for the despatch of an armoured train to Tientsin.
Clashes between the mob and the police are believed to have resulted in casualties on both sides.
MOB REPULSED BY POLICE.
The objectives of the rabble are believed to have been the police stations, the Governor's residence and the railway station, but latest information available is to the effect that their repeated attacks have all been repulsed by armed Chinese police. No Chinese troops have, so far, been called into action.
Chinese reports of the affair state that the mob was led by a Japanese, that it collected in the Japanese Concession and rushed into Chinese territory.
The Chinese fear that the disturbances have been engineered as a prelude to the Japanese occupation of Tientsin-Router.
