GOVERNOR'S SPEECH IN COUNCIL.

TRIBUTE TO POLICE.

His Excellency, the Governor, at yesterday's meeting of the Legis- lative Council, on behalf of him- self and the Government; express- ed their most intense horror at the disgraceful nets which were com mitted and the tragedies which occurred during the anti-Japanese riots.

H. E. the Governor said: Before proceeding with the busi- neas of the day I wish to make re- ference to the deplorable events which occurrod towards the end of last week and, on behalf of myself and the Government, to express our most intense horror at the disgrace- fal acts which werg committed, And

the tragedies which occurred.

I should like, ales, to tender to the Japanese residents in this Colony the deepest sympathy, not only of myself and my officers, but also of this Counell, on the treatment which they received and the hardships which they experienced,

All that is asked of those who come here, in return for the security af- the forded, is that they observe principles of law and order, and do not interfere with the persons If they and property of others. fail to do this, their presence will not be tolerated.

Colony's Name Besmirched,

There is some satisfaction perhaps in knowing that the more responsible Chinese citizens most atrongly reprobate what has hap pener, and that the nets committed were in the main by less respon- sible people, and that probably evil influences were behind them.

I wish to pay tribute to the the work done by the Police in course of those riots. They had a dificult task, for the disturbances

Chinese Press Warned. An Unfounded Statement.

On Thursday, the 24th, in view It has been suggested in some of the possibility of any trouble quarters that the Police were not occurring, I had a conference with sufficiently backed by Government, the Chinese members of this Coun but I am sure that the Inspector cil.. It would be as well to recapitulate the course! of events, giving in- as regards the action formation taken. On. Wednesday, the 23rd September, China declared what has been usually described an a day of humiliation, and it appears that a certain number of people in this Colony few flags at half mast.
