If the information I have reecived be true the City narrowly escaped the -terrible calamity which befell Totebama about eight years ago, when a typhoon and a Fire happened simultaneously and the fact that such a calamity

has been averted is in no

way due to the exertions of the Government Fire Brigade (Ueling as such) on which so much public money has been expended this is, in my opinion, great scandal and calls for immediate investigation.
