FRANCE ACCEPTS PRESIDENT HOOVER'S NEW FORMULA. Thorburn

MORATORIUM ISSUE

CLARIFIED.

HISTORIC STATEMENT IN

WASHINGTON.

Washington, July 6. PRESIDENT HOOVER believes that all outstanding

moratorium differences between France and the United States have been removed by a new formula submitted to France, providing that all technical and other questions shall be referred to technical experts.

The acting Secretary of State, Mr. Castle, to-night declared:

"We have no further misgivings about the President's plan becoming effective."

Mr. Castic added that Mr. Mellon had been unable to accept the last French Note as a busis of settlement as it raised new and serious difliculties, many of which involved the Young Plan, of which America is not a signatory.

EARLIER, FRENCH DEMANDS.

The French also asked America to undertake to provide loaus to other countries and to facilitate the floating of foreign loan securities in the United States..

The French Ministers further insisted that twenty. million dollars' worth of reparations in kind should be distinguished from the other reparations, but it was not so much that a sum of $20,000,000 was involved as the fact that

several other Governments had notified America that they Wild Men

French attitude had been accepted, the plan would have beent Glasgow

the application of the Hoover proposal.-Haras,
