Somewhat startling in- creases in Hongkong's postal rates to places abroad, com- ing into effect on April 1st, are announced in to-day's Garette, in the form of regu- lations made by the Gover- nor-in-Council.
The most striking changes concern the rates of postage to the United Kingdom and British Possessions, which are raised to 12 cents for each ounces or part of an ounce if sent via Suez or the Pacific, and to 20 cents for the first ounce and 10 cents for each additional ounce if sent via Siberia.
The new rate for postage via Siberia represents an increase of

500 per cent, on the charge obtain- ing in July last year. It will be recalled that the standing rate prior to August 1st, last was four cents irrespective of route. August 1, an increase to eight cents was ordered, also irrespec- tive of route. The Snoz route is now trebled.
