SCATHING CRITICISMS IN A REPORT.
MINISTER TO ACT."
Reference to "infamous and in- tolerable" conditions in certain casual wards is contained in the report of a Departmental Com- mittee appointed by the Minister of Health to inquire into the ad- ministration of laws relating to the relief of the casual poor.
The report states that the Minis- ter of Health is communicating with the authorities coscerned, and has instructed inspectors to keep him informed of progress in securing the needed improvements An order embodying some of the Committee's recommendations to be issued.
The Committee state that evi- dence received showed clearly that many yards fell short of the stan- dards laid down by the central authority.
Locked in Dark Cell. "Some members of our Commit- tee." states the report, "have visited wards where two men were locked in a smail cell built for one person and kept there in darkness for 12 or 13 hours.
"They have seen at least one) casual ward where there are no baths, no clothes for the night, and each man lies down on 3 wooden floor dirty and dusty in hla own clothes for the night. In others, the sleeping accommo- dation consisted of a shed which would not on a decent farm be considered fit for an animal of any value."
In some wards no heating was provided; in other wards again there was no exercise ground, and throughout Sunday men ware never allowed to leave the little block of cells where they were: Incarcerated."
