LIBERALS IN FAVOUR.

Mr. Ramsay MacDonald's proposals that representatives of the Conservative and Liberal parties should confer with a committee of Labour Ministers on the subjects of unemploy- ment and agriculture have proved abortive owing to Mr. Stanley Baldwin's refusal to participate in the two proposed .conferences.

The text of the correspondence is now published and shows that Mr. Baldwin refused to confer on unemployment as it was their policy that a wide extension of safeguarding constituted the most effective help which could be given to industry. The other two parties were irrevocably opposed to this policy and therefore it was impossible for the Conserva- tives to enter a conference in which a consideration of their contribution was ruled out from, the beginning.

Regretting Mr. Baldwin's decision, the Premier wrote that the Government tried to secure a national effort to meet a special national emergency. The Conservatives had declined to consider a proposal to make this national effort.

Mr. Lloyd George, on behalf of the Liberals, accepted the invitations to both conferences and said that inter-party co- operation was necessary to put agriculture on its feet and reduce unemployment.
