There appears to be no limit to the burdens to which the Govern- mont are prepared to subject Bri- tish shipping interests in the Far East, writes a special representa tive of the London Morning Post, who goes on to say that on March 21 it was announced that the au- thorities had decided to abolish the system of carrying armed guards of British white troops in ships in Chinese waters the only effective way of subduing Chinese pirates. The date originally fixed for the abolition of the white guard system was March 31, but action was in- definitely postponed.

It is now disclosed that the Bri tish authorities only consented to the postponement on condition that the shipowners paid for any white protection they desired until the police guards, which are now be ing trained at Hongkong and else- where to take the place of 'white' non-commissioned officers and man, are ready for employment in this capacity.

This change of policy, on the part of Whitehall, has aroused the greatest, indignation amongst Bri- tish shipowners trading in Chinese waters, and correspondence has passed between the War Office, the Hongkong authorities, and Messrs. John Swire and Sons, managers of the China Navigation Company.

An official of the Company in- formed me that the shipowners had to pay not only the ordinary ser- vice pay and allowances of officers, non-commissioned officers and men engaged on this service, but also the "non-effective" charges of 5s. Gd. a day per officer and from 25. to 8d. a day per man.

The company, in a letter to the War Office, dated May 6 stated that their reading of the position

was:

(1) They pay their share of the cost of the Army in English in- come tax at the rate of 4s. 6d. in the £;

(2) They pay a second time for that part of the Army detailed for the protection of British ships and trade on the China coast;

(3) They pay a third time for pensions, liabilities, &c.

The official to whom I spoke as- sured me that it was an entirely new principle that the shipping

Wuchow, June 13. Your correspondent recently arrived here from Nahning via the West River. While General Wang Shao-hung's forces are still in Nanning, their purpose is,i simply to protect the city; no plans have been made for an elaborate defence of the place. The merchants have succeeded in persuading both the Canto rese and General Wang's forces to permit a resumption of trade, after a period of seven months' embargo.

A certain amount of trade has begun, but the military "squeeze“ is almost prohibitive. A sum of $2,000, local currency, is supposed. to have been paid by the first bont to pass through the lines, besides a 7% per cent, tax on general cargo at Nanning and again at Kweiping.
