ALLEGED FRAUD BY MANAGER.
RAN TYPEWRITING SCHOOL ON PROCEEDS.
A
remarkable story of allered duplicity in business and "cooking" of accounts on the part of a young Chinese manager, Kwok Chan Sing, was outlined at the Central Magistracy yesterday afternoon by Mr. E. C. S. Brooks. Allega tions were made that defendant had illegally obtained sums of money from his employers for the purpose of Anancing a typewriting school he had established.
Kwok Chan Sing appeared be- fore" Mr. Grantham faced with 22 charges, including larceny, forging and uttering and fraudulent con- version. He was defended by Mr. Leo d'Almada, fun, and after one witness had given evidence, the hearing was adjourned.
The complainant in the ease, Mr. Brooks declared in his opening, was the Health House Washing and Disinfectant Company whose head office was in Shanghai and who had branches in many cities in the East. A number of Euro- peans had invested money in the business and that was partly the reason why the proceedings had been instigated.
Until recently, he declared, defen- dant was the manager of a branch in Hongkong and as such had charge of the accounts, control, of the staff and general supervision of the work here.
$3,000 Guarantee.
"I would like to state at the cut- set," Mr. Brooks told Mr. Grantham, "that in this case these proceedings have not been brought with a view to obtaining a refund of the money which we allege de- fendant has misappropriated. There is no question of that here because in his agreement with us defendant found a guarantor to the extent of $3,000 and the amount of the alleged defalcations does not come up to anything like thatas a matter of fact it is in the vicinity of only $1,000. The objects in bringing this man to court are to protect the people who have put money into the cop-ern and as an example to people who employ labour to see that nothing of this nature happens.”

His Lordship, said that he un- derstood that part of the defence was that the defendant was a partner in the Sing-Hop firm.
Mr. Hall agreed and said that the plaintiffs had only just admit- ted that fact to him a moment ago.
His Lordship pointed out that in that case his action would not apply.
Mr. Hall said that the defendant apparently had $50 in the capital account. There were three part- ners, and the shares were two; two and one. He would have to dis- continue the action.
His Lordship explained to de- fendant that as it was admitted" that he was a partner in the firm, the action against him would have to be withdrawn. The matter could be settled inside the firm."

The first charge, Mr. Brooks went on, concerned $450, and ac- cording to the evidence, defendant wrote a cheque for that amount on the account of the Health Service Bureau, payable to cash, and in his accounts put it down as an advance | to himself. In his agreement with the Bureau, Mr. Brooks said, it was specifically laid down that he was not allowed to make any advances to himself. He also signed a voucher purporting that this was an advance to himself.
