The first shot was fired from a revolver by a member of the crew of an armoured car, purely in self defence. The order for the armour- ed car to fire was only given after In British soldier had been killed and another armoured car had been set on fire and its crew attacked.
The death roll of the rioters is believed to be twenty, and the wounded sixty. Neither the Gov- ernment of India nor the local government attempted to conceal the casualties. A malicious report that many rioters were shot in cold blood was entirely false.
There had been no firing at Peshawar since April 23, but the Congress members and Youth League had not ceased their active revolutionary propaganda in the city and surrounding villages.
Propagando Over Border. They have attempted to influence the trans-border tribes against the Government. Their campaign is markedly communist.
The communique, describing the unscrupulous methods of the Con- gress Committee, then refers to their attempt to bring in the Haji of Tarangzai (mentioned yester- day) and says that troops employed In connexion with consequent raids and arrests are acting solely in support of the civil authorities, who remain in charge of the situa- tion. They will be withdrawn im- mediately their support is longer required.

Troops Surround City.
Bombay, May 6.
A censored and delayed message from Peshawar says that at day- break on May 4 the people were surprised to find the city surround- ed by military forces, numerous pickels being at all strategic posi- tions and exits and in the narrow lanes leading to the bazaars.
This display was connected with the arrest of Congress and Youth League lenders. Meanwhile traf- fie was suspended, and banks and shops were closed, nobody being allowed to pass without a permit. British troops now occupy the Congress headquarters,
Before the arrests began, a pro- clamation by the Chief Commis- sioner assured the people that the Government had no intention punishing any except those involved in crimes-Reuter.
