In Annexe 1, Mr. Shigemitsu states, firstly, that it is the under- standing of the Japanese Govern ment that from the date the agree-: ment is enforced the Chinese Gov. ernment will maintain for three years an import duty leviable un- der Items 1, 2 and 3 attached to the schedule and for a year duties under Item 4 of the same schedule as a maximum on such items pro- duced or manufactured in Japan and imported to China, subject, however, to the reservation by China concerning the increase of certain Customs rates. Secondly, Japan agrees to maintain for three years import
