BUDGET FRAMER'S
DIFFICULTIES.

There is not much consolation forthcoming in the fact that there is usually a spurt in revenue during the closing weeks of the fiscal year (especially the payment of income tax), for excise stamps and receipts from other miscellaneous sources are far below budget estimates.
The position confirms the belief that Mr. Snowden will be unable to sacrifice the few millions derived from the safe-guarding duties.
