SANITARY AFFAIRS.
MALARIA EXPERTS DUE IN HONGKONG.
That two axporta in malariology have been engaged from the Federated Malay Statos and were shortly due to arrive in the Colony, was disclosed, at the fortnightly meeting of the Sanitary Board yon- terday, when Mr. M. K. Lo'sought Information regarding the pro- blem of malaria and its 'prevon- tion.
Mr. G. R. Sayer presided and thone present were the Hon. Dr. A. R. Wellington (Director of Medical and Sanitary Services), the Hon. Mr. H. T. Creasy (Director of Public Works), the Hon. Mr. J. P. Braza, Dr. W; V. M. Koch, Major D. G. Chayne, O.B.E., M.G., RAMO,,, Mr. M. K. Lo, Mr. Wong Kwong-tin and Mr. J. Watson (Secretary).
Pursuant to notice; Mr. Lo asked "Will the Head of the Sanitary De- partment be kind.önough to uscar- tain from the Government, and in- form the Board," what is the pro- sent position" as regards the steps actually taken or contemplated by the Government in dealing with the problem of Malaria and its prevention within the Colony TM"
The Chairman replied:
I understand the member to bo referring not to the work of the Board in connexion with the mos- quito-nuisance as such within its own area but the broader subject of anti-malarial fleld-work.
I am authorised to state that in order to enable the Director of Madical and Sanitary Services to. 'make recommendations to the Gov- ernment as to what should be done, two experts in malariology have been engaged from the Federated Malay States and aro shortly due to arrive in the Colony.

The Chairman pointed out that Mr. Lo could not second a motion and then oppoke it, but after Mr. Lo had made his position, clear, the Chairman agreed to that course being taken.

Mr. Lo then seconded pro forma. The Hon. Mr. Creasy replying, said:

If the recommendation of the majority of the Committee is not accepted by the Board the mem- bers who dovolo somė time to such business are only wasting their time.
Such buildings would riot "be permitted to be built at the fre sent time; they were constructed prior to the Introduction of the Ordinance in 1903 and are insanit ary and do not comply with the re- quirements of the Public. Health and Buildings Ordinance. They should be altered so as to provide the necessary, amount of light and air or be pulled down and rebuilt.
Unless these buildings are im- proved it would only be prolong- ing an Insanitary state of affairs |to allow them to enhance their value and thus prolong their life by introducing the water Aush system.
The Arst requirement of all buildings is suffelency of light and air. Thidéo ́ ́buildings are sadly deficient in this respect and, although the introduction, of, water closets would not militate against this evil, their approval would, only delay the much needed Im- provements to the property. :
Until The Board decides that. modern equipment and facilities will not be granted until houses aro made to comply with the more casontial requirepients of the Publio Health and Buildings Ordinance, it is only encouraging the existing Inkanitary state of
