SCOPE OF THE LCC BILL.
In a Bill of 160 clauses and eight schedules, the. London County Council seeks power to do away with Charing Cross station and hotel; to demolish the exist Ing bridge; to build a temporary bridge till the new one is ready for use; and to carry out a variety of street improvements in the neighbourhood of Charing Cross and of the site of the new. Southern Railway station.
This will be frontages to a new Embankment on the south side of the river to Waterloo-road and Waterloo Bridge-road."
The Southern Railway in also 'empowered in the Bill to build the new station; the London Electric Railway to close their Strand "Station; and, the Metro-. politan District Railway to build an entirely new station at Charing Cross
The County Council is authoris- ed to expend on capital account, a sum not exceeding £14.660.000, the whole, or any part of which, may be borrowed.
Railway Compensation.
The Ministry of Transport has undertaken to make a grant of 75 per cent. of the net cost of pro inoling the Billy' of carrying out the works, and of rehousing any people of the working class who may be displaced.
The County Council, in agree ment with the Southern Railway. Company, is to acquire "all the freehold land in Lambeth,), neces- sary for the station and hotel, and convey it to the Company; to repay the coat of building them, and their adjuncts; as well as of communications between that station and those at Waterlov, overhead and underground. The money is to be paid in instalments of £200,000 as work to that value has been completed.
In addition the Company is to receive £325,000 as compensation for disturbance, and a further sum to recoup the expenses in- eurred in the promotion of the Bill and the holding of special meetings of the shareholders.
It is provided in the agreement! between the two parties that the elevation of the terminal station and hotel shall be generally in keeping with the architectural scheme for the approach to the new Charing Cross Bridge,

Part of Chandos-strect is to be widened as well as Adelaide and: King William streets. Where these join there will start another thoroughfare.." proceeding by a bridge to the new river bridge.
On the south wide there will be new streets, including a circular road. This will involve altering the level of the New Cut' near its junction with Waterloo-rond, the widening of that road, York- rond and Oakley-street; a}>- proaches to the new.station, and a continuation of the present Embankment that faces the County Hall.
