On Monday next, a conference will meet at Geneva under the presidency of Lord Burnham, the British representative, to discuss methods of developing the circula tion of newspapers and periodi cals between the various countries of Europe. The meeting is the result of a conference of Press experts held by the League of Nn- tions in 1927.

One of the resolutions adopted by that conference was that "in- ternational understanding and the promotion of peace can best be encouraged by the widest possible disseminating of news" since in- publié opinion is now more terested in the life of other nations than ever before,

Among the suggestions put forward are the following:-- Duties and taxes should abolished or at any rate unified and reduced to a minimum, while customs formalities should be simplified.

If possible, soms system should be established by which news- papers could be sent direct from the country of origin to the coun- try of destination. At present transit agents have to be employ- ed to discharge the customs for- malities at each frontier

and re-forward newspaper parcels, and this leads to considerable expense and delay.

INCOME SUPER TAX PLANS EXPLAINED.

Canberra, Nov. 22. The income supertax proposed by the new Labour Government is estimated to yield £885,000.

It will be levied as follows: On taxable income from $210 to £1.500, the existing income tax will be supertaxed by ten per cent. Income from £1,501 to £3,000 will be similarly supertaxed by fifteen exceeding cent. Incomes £3,000 will be supertaxed twenty per cent.

The Companies Income Tax will be supertaxed twenty per cent.
