Improper Use of Permit. Section 11 amends section 54 of the principal Ordinance,, with a view to preventing as far as possible the improper use of permit to move liquor from a ship or to remove liquor for exporta-

Section 12 adds two sections to the principal Ordinance. The new section 62A introduces a new sys- tem of charging and collecting the duty spirits distilled in the Colony. It is based on section 16 of the Spirits Act. 1880, 43 & 44 Vict: e. 24. It is so technical that any deg. ription of the system would prae- tleally have to be a quotation of the section. The new
