Wuchow, Nov. 20. The evacuation of Wuchow by the Cantonese forces under Gen- eral Chan Chal-tong is taking place. The Kwangsi "rebels" are advancing on the city and it is expected that they will oc- cupy without fighting.

Before leaving. General Chan Chai-tong entirely disarmed the or city guards and has therefore left Wuchow in a helpless state against possible banditary or internal dis order. All should be quiet, how ever, as soon as the incoming troops arrive-British Wireless.

HERBERT SMITH RESIGNS PRESIDENCY.

One of the dominating figures in the trade Union movement, Mr. Herbert Smith has resigned the presidency of the Miners' Federa- tion.

The resignation is the sequel-to the recent events in connexion with the Government's proposals for dealing with the coal situation.

On November 7th. a conference of miners delegates in London, decided to recommend the 'miners to accept the Government's pro- posals. The delegates from York- hire, however, headed by Mr. Her- bert Smith, who presided at the conference, withdrew voting, declaring that they had no mandate for this decision "and taking the view that the proposals should be referred to the districts without a recommendation.
