The loss was bared by the Ruiz committee while examining eight packages of stamps which are sup posed to have been overlooked by the committee of pight auditors. under Rufino Mela who have been working under the Bureau of L'oats Florencio investigators since Reyes former stamps clerk, was suspended.

How this substitution could have been overlocked by the re- presentatives of the auditora who have been making a constant check and examination of the stamps and cash account of the Bureau and other property is a puzzle to many.
