RAIL AND ROAD

ANOTHER COMBINE
FORMED,
(03)
London, Aug. 1. The amalgamation of railway and road transport Interests con tinues rapidly. have been com- is expected, wil pleted by the autumn. The names of the road concerns are not yet made known.

CZECH MOTOR FIRM'S RESORT TO RATIONALISATION.
Prague, July 24.
If the invasion of Europe by Ain- erican enterprise gives cause for alarm it has the advantage of fore- ing the older nations to take the only possible measure of defence.
A good example of this is shown in Czochoslovakia, where the motor industry is in the process of retion- alination to inces the competition of General Motörr.
Till now the policy of the country "has been to keep out foreign motor ears by a high tariff wall. This how. over, ceased to be effective when General Motors purchased tne Gry- man Opel factory and started to Awamp the market with mask, pro-
delion vehicles.
A statement. prepared by the two! railway companies contains a sen- 1ynce pointing out ibal the arranges ments do not at present extend to the areas served by the Great Western and the Southern Rail- ways, but that conversations are taking plier Oficials
Gront both the Western and the Southern railways expressed surprise that their lines had been included in the announcs!- and ment made by the 1.M.S. 1.N.El companies. The Southern disclaimed knowledge of any re levant conversations, but the Gen- eral Manager of the Great Western, stated that negotiations are going forward between that company and an important road transport group, which includes the concerns speci- fically named in the L.M.S. and L.N.E.R. statement.
It appears possible that when the different railway companies have separately concluded arrangements with the road transport firms in their own arens, the four great groups may draw together and co- operate in the administration of the fresh services brought under their direction on the highways.
Within the last week the L.N.E.R. obtained control of United Automo- bile Services, Ltd., one of the largest motor coach firms in the country, with a bhare capital of £750,000 and the 1.M.S. and the L.N.E.R. jointly recomplished on important merger with the Scottish Motor Traction Co, only three days ago.
In the south of Englund, unißica- fion of the two forms of transport is almost complete. The Great Western have brought the roads of Devon, Cornwall, and parts of Wales under their supervision, and the Sautheru have done as much for Their area by the formation of the Southern National Omnilnts Ch.
·Faced with run by the undercut- ting of its prices the Skola Cain. Rey, of Pilsen, decided to spend jon million erong (over £000,000) in converting its factory for mask production, with the object of treb ling output by 10. THE IMMUNITY OF DIPLOMATISTS.
LORD HEWART EXPLAINS ITS.
EXTENT
London, Aug. 1. The Lord Chief Justice referred yesterday to the plea of diplomatir privilege. This, he declared, did. not give immunity from legal liabil ity for any wrongful act, but only exemption from Joval jurisdiction. In the case in question the ples had not been raised.
The Lord Chief Justice's remarks occurred in the judgment which he delivered in connexion with the Epecial jury action in which Mr. Robert Edmund Dickinson, a bank director. of St. James's-square, S.W., was awarded £956 damages and costs against Mr. Emilo Del Solar, First Secretary of the Pera- vlan Legation, for bijuries caused by being knocked down in Hyde Park on October 15 last by Mr. Del Solar's motor-car.
The defence was

such, immune from legal liability for any wrongful acts. The, ac- curate statement is, I think, that to be sued in they are not able the English Courts unless they submit to the jurisdiction.
Diplomatle privilege does not import immunity from legal liabi- lity, but only exemption from local jurisdiction. The privilege is the privilege of the Sovereign by whom the diplomatic agent is ac credited, and it may be waived with the sanction of the Sovereign or the official superior of the axent,
Mr. Del Solar had insured his enr with the Mobile and General Insurance Company, Lád., of Catle- court, E.C., and claimed to be in- demmffled by them. The company, which was joined us a third par in the action, alleged that ME Del Solar was under no legal liability to Mr. Dickinson, as he had diplo- matic immunity from civil process. They alleged that Mr. Del Solar had taken over the defence, of the proceedings and had insisted that The plea of diplomalle immunity should not be ralsed, thereby pre- judlelng their intercals.
It was stated during the legal arguments that Mr. Del Solar had been expressly forbidden by the Peruvian Minister to plead diplo matic immunity,
Legal Liability. Lord Hewart, giving judgment against the Insurance Company for £950 and costs, said: In my opinion, diplomatic agents are not, in virtue of their privileges . as
In the present case, continued hls Lordship, the privilege was waived and jurisdiction submitted to by the entry of appearance.
It did not appear to him that there had been any bragch by Mr. Del Solar of the conditions of the policy, and the judgment clearly created a legal liability against which the insurance company had to indemnify him. He, agreed therefore, held that the insurance company wak lable.
