The population of the City of Victoria is at present 588,000; 550,- 000 being Chinese and 18,000' non- Chinese..

The week's consumption of 51.47 million gallons cquala 7.3528 million gallons per day, and per head of the population that equals 12.94 gallons per head, Including trade supplies which must be con siderable, especially the amount supplied to shipping.

This amount of 12.94 gollong per head is about half the amount con- sidered necessary in a non manu- facturing town in a temperato 縣 sémi - tropical climate. For
