Ten years after the close of the most terrible of all wars—a war which put an end to the normal re- lations between the European na- tions and which upset them as of- fectively an does ngalo when it plays havoc with a bundle of sensi- tive electric wires-Europa naka for peace and order at all costs. That such should be the case, is not surprising.

No individual can permanently live in state of panic or uncon- trolled ecstasy; and what the nu tlons desire is to bid farewell to the polley of sensations and to ex- change it for one of sobriety and commonsense. The world is quite content to acquiesce, for the timo being, in the settlement that has been effected in recent years for the protection of the newly-established order of things political; and everyone entertains a fond hope that, by doing so, there will be a better chance of devoting much bally-needed attention to the great ideas and idents of social and political justice.
This general desire for a sub- dued mode of political life is only interrupted every now and then- as has been the case several times in recent months-when parlia mentary elections are held in the various countries and when efforts are made to influence, by this means, the future course of politics nt home and abroad.
It has been gratifying to witness that, as far as these elections are an indication, the nations have learned to think politically and to be their own masters'ns far as the decision about their political destiny Is concerned.

This circumstance proves that the nations are in earnest wlien their spokesmen say that they are Jonging for the return of normal and stable conditions. It is quite true that, to give an instance, the electious for the British House of Commons have completely altered. the previously existing situation in that the Labour Party-which, up, to now has been in the opposi- tion-has gained a victory, which, though not overwhelming, is never- theless very Impressive, and is bound to exercise a considerable effect upon British policy. Similar changes, however, have huppened before, and are almost the rule in British parliamentary his- tory.
