DECISIONS OF INTERNA- TIONAL CONVENTION. The Hongkong Chamber of Com- merce has circulated to members, for information, an advance proof of matter which will appear in the next annual report of the Chambor, regarding International Code Tele graphy.
At the end of 1928 the Chamber received a letter from the Secretary of the Federation of Chambers of Commerce of the British Empire setting out the decisions of the International Telegraph Convention held at Brussels in September for the purpose of revising regulations dating from 1876. The now rules adopted at the Brussels Convention are to become operative as from October 1, 1920.
The original proposal before the Convention WRA to reduce the maximum number of letters allow ed in a code word from ten to five, but, largely as a result of the efforts of delegates representing the In ternational Chamber of Commerce, the ten-letter system was retained, with a modification that nine or ten-letter code words must contain at least three vowels; the first five letters in every ense to include at least one vowel and the remainder of the word at least one ("Y" being regarded as a vowel).
