Referring to reports from Lon- don that the United States would chango its policy with regard to naval disarmament, Mr. Stimson* indicated that the doctrine of parity would' continue to be the principal basis of discussions ́at future naval parleys, where the United States were concerned.
He said the doctrine of parity. was greatly important as a means of determining, not how two ne tions were to shoot at each other, but as a means of helping them to agree not to shoot each other. "The first step which people take when they are going to shoot at each other is to try to outbuild“ ehch other, The minute they agree not to outbuild each other, they are taking one of the longest steps possible towards not having war."
