U.S. SOUTH CHINA PATROL.
THE MINDANAO ARRIVES
AT CANTON;
Canton, May 22. The U.S.S.. Mindanao arrived in port last night from the North via Hongkong.
The Mindanao is one of the recent gunboats built for the American Navy in Shanghai. Three have been built for the Yangtaze and two for the south China Patrol. The Guam, hag already been here several montas, having replaced the Pampanga last autumn.
The Mindanao is very similar to the Guam in design, though considerably bigger. She will probably be the flag ship of the South China Patrol. As a matter of fact, Captain Decker who has been in command of the Tulsa was to have handed over to Captain Logan of the Mindanao some daya,
ago.
The Tulsa was supposed to be going to Manilu to pay off, but owing to political unrest in the province, she is romaining in South China until things are a Hitle more settled. At the mo- ment she is at Swatow.

It will be recalled that Mr. Young's plan would make Britain the financial victim of the scheme, as it involved a revision of the percentages of the payments to each creditor as fixed at the Spa Conference, it being suggested that Britain's share (23 per cent. with the Dominions) should be considerably decreased and the difference transferred to the other creditor countries. The British delegates, however, strongly on posed this proposal.
