In outlining the case, Mr. Bryan said Lale in December of last year, the Yangtzepoo Palico Station was informed that two rival ganga of loafers, one Kontpó, and the other Shantung, were about to fight and Chinaso Detective Constable 107 was detailed to warn the leaders they should preserve the peaco, He carried out his mission, but as he I was a native of Kompa, the leader of the Shantung faction felt ho had lost "face" and the result was a summons against the detective for "public insult" and a lawyer, Veo Vung-ping, was handling the matter for the gang leader,

D. 107 was Bent by a police official of the Yangtzepoo Station to bring the gang lender, whose name was Ho, to the station for questioning which was carried out. Later that day a report was received at the station that the detective had robbed the man's home of $40 and a further summons followed.
Actually, the Central Council was formed a year ago.
The position, however, is, to say it, curious. Tho the least of Central Council for Health Educa- tion has adopted the view that it can, quite apart from well-establish- ed procedent, authorise medical men to write articles on medical subjects for the general Press.
In agreement with the Ministry of Health and the General Medical Council, In accepting the prin- ciple that medical men are, under their regis, free to write, The old adage seems to apply to the situa tion: quis custodiet ipsos custodes?

Later the lawyer of the gang leader is alleged to have sent for the detec- tivo against whom the summonses were issued and to have informed him that on the payment of the lawyer's fees, $130, the charges against him would be dropped. It was pointed out that otherwise the detective would lose considerable "face" if the case came to court and most probably his position would niso go.

The Initiative.
There was, he said, no objection to a medical practitioner express- ing a view on a matter on which he had a right to speak authoritative- ly, but there was always the danger that his attitude might be misinter The next day the detocifre was again, sent for by the lawyer but proted and that he would lay him- instead of going lilmself, the self open to the charge of self-ad- detective sent three friends, vertisement. who mot the lawyer and dis- cussed the matter and shortly after their return, a summons was Junued against them as well as the detective, charging the quartette with "public insult, un- lawful entry, larceny and assault," Later the ease was tried before Judge Hyui and the Senior Consul's Deputy, Mr. Ramanding, who found the delective and his friends not guilty and released - the plainant in $200 bail_ponding the ling of a petition by the four accused for "false accusation."

The initiative for the formation of the Central Council, according to Mr. Elliston, came from the Society of Medical Officers of Health, whose members were struck by the multi- plicity of organisations all clamour- ing to lecture the publie on various aspects of health and generally to do the work of the medical officer. The Central Counell now hopes, to reduce these multifarious activities to manageable proportions, and, by general agreement, to give the alamp of authenticity to publie statements on matters of health.
Anything in the nature of "stunta" or fads will be studiously avoided, and it is proposed to issue articles only under the names of senior medical men of recognised standing.
The General Medical Council will play the part of approving on brond lines the names submitted, subject to actual selection by Sir George Newman, Chief Medical Officer of Health,
It was this second case which was heard and in going into the lawyer's credentials Mr. Bryan brought out that the accused, though claiming to be a fully accredited lawyer with powers to practice in the Provisional Court, had only signed the rolls of the old Mixed Court and was re- gistered to practice temporarily for six months pending the receipt of certain documents which were never presented to the proper officials. The accused admitted this to be the
