Wright, created a sensation, to- day, when he asked the arrest of the Director of Insular Posts, Jose Topacio, while the latter was boarding the Dollar str. President Johnson en route to London where he will attend the World Postal Congress ne the delegate of the Philippines. Mr. Wright alleged the Director of Posts had failed to account for government pro- perty valued at G.$250,000.
