It would not he amiss to invite the municipal authorities to devote a little attention to ordinary com- mercial Inw and practise as well an the registered regulations of the Waterworks Company. The rules of the Company require that there must be more than fifty per cent of shareholders votre prosent to form a quorum, so that even if the Government succeeds in engineer- ing the shareholders meeting, as it meeting and its regulations will be illegal and valueless according to the Com. pany's rules. In the light of its action in scizing the Company there is little doubt but that the authorities will conveniently shut their eyes to the illegality of such proceedings.

Even if the publio succeeds in getting the Company's property valued on an impartial basis, the Poor shareholders will still be wallowing in difficulties. One usually laughs at the prophecies of pro- phots and seers, but I venture to predict and I think there is still risk of my opinion proving in- correct--that assuming a fair valu ation is made, the shareholders will get no value for their shares.
